SUMMARY OF REQUEST:
The Board of Supervisors has provided direction to investigate the potential formation of a joint powers authority to secure more stable ambulance coverage in the outlying areas of the County. Jordan Kearney, partner with the firm of Hooper Lundy & Bookman, P.C., and her colleagues have expertise in health care regulatory issues, including representation of California counties related to Emergency Medical Services. Ms. Kearney will advise the County about reimbursement and regulatory issues related to negotiation of the potential formation of a joint powers authority with fire districts to expand ambulance coverage in remote areas, and if the Board elects to proceed, to negotiate with said agencies to form a joint powers authority.
