Previous Board/Board Committee Actions:

On June 21, 2022, the Board of Supervisors approved the following Agreements: Agreement 22-162 with

Redwood Quality Management Company DBA Anchor Health Management, Inc. Medication Support Services in the amount of $1,350,000, Agreement 22-164 with Mendocino Coast Hospitality Center in the amount of $592,000, Agreement 22-165 with Mendocino County Youth Project in the amount of $958,000, Agreement 22-166 with Redwood Community Services in the amount of $8,523,000, and Agreement 22-167 with Tapestry Family Services Inc in the amount of $3,910,000.                     

 

Summary of Request

The Request for Proposal (RFP) committee for RFP #010-24 Specialty Mental Health Service (SMHS) Providers consisted of reviewers from Behavioral Health, Probation, Sheriffs, and Social Services. After evaluation of all proposals received, the RFP committee has made the following recommendations:

 

All contracted providers should use the County Electronic Health Records Avatar to streamline efficiencies and reduce redundancies.

 

County Behavioral Health & Recovery Services shall maintain mobile crisis response to ensure consistency across the County.

 

Contract with Anchor Health Management, Inc. for medication support services. Anchor would provide specialty mental health medication support services to Mendocino County residents in Ukiah, Fort Bragg, and via telehealth. Medication Support Services would be provided to residents of Mendocino County who meet medical necessity and access criteria and have Medi-Cal or are indigent. Anchor Health Management, Inc. would serve up to 1250 beneficiaries. Anchor Health Management, Inc. has been providing specialty mental health medication support services for beneficiaries for several years. The estimated contract total would be $2,425,000. The estimated cost per beneficiary would be $1,950.

 

Contract with Mendocino Coast Hospitality Center (MCHC) to provide specialty mental health services (SMHS) to Mendocino County adult residents in Fort Bragg. The services to be provided include assessment, plan development, collateral, therapy, rehabilitation, and targeted case management. MCHC will serve up to 200 adult beneficiaries. MCHC has been providing specialty mental health services for beneficiaries for several years. The estimated contract total would be $614,000, which includes their Mental Health Services Act programs. The estimated cost per beneficiary for SMHS would be $2,290.

 

Contract with Mendocino County Youth Project (MCYP) to provide specialty mental health services (SMHS) to Mendocino County youth (0-17) and transitional age youth (18-24) residents in Ukiah, Willits, and Fort Bragg within the schools, community, and office. The services to be provided include assessment, plan development, collateral, therapy, rehabilitation, targeted case management, and intensive care coordination. MCYP will serve up to 250 youth (0-17) and up to 100 transitional age youth (18-24) beneficiaries under the SMHS. MCYP has been providing specialty mental health services for beneficiaries for several years. The estimated contract total would be $728,000, which includes their Mental Health Services Act programs. The estimated cost per beneficiary for SMHS would be $2,200.

 

Contract with Redwood Community Services, Inc. (RCS) to provide specialty mental health services (SMHS) to Mendocino County youth (0-17), transitional age youth (18-24) and adults (25+) residents in Ukiah, Willits, and Fort Bragg within the schools, community, and office. The services to be provided include assessment, plan development, collateral, therapy, rehabilitation, targeted case management, intensive care coordination, intensive home-based services, therapeutic behavioral services, and therapeutic foster care. RCS will serve up to 700 youth (0-17), up to 400 transitional age youth (18-24), and up to 1600 adult beneficiaries. RCS has been providing specialty mental health services for beneficiaries for several years. The estimated contract total would be $12,683,516, which includes their Mental Health Services Act programs. The estimated cost per beneficiary for SMHS would be $4,400.

 

Contract with Tapestry Family Services Inc. (Tapestry) to provide specialty mental health services (SMHS) to Mendocino County residents in Ukiah, Willits, Laytonville, Fort Bragg, and Covelo within the schools, community, and office. Tapestry will also be working with Behavioral Health to look at expanding to the South Coast. The services to be provided include assessment, plan development, collateral, therapy, rehabilitation, targeted case management, intensive care coordination, intensive home-based services, therapeutic behavioral health services, and therapeutic foster care. Tapestry will serve up to 500 youth (0-17) and up to 175 transitional age youth (18-24), and up to 650 adult beneficiaries (25 and over). Tapestry has been providing specialty mental health services for beneficiaries for several years. The estimated contract total would be $6,575,000, which includes their Mental Health Services Act programs. The estimated cost per beneficiary for SMHS would be $4,727.

 

All contracted providers would be providing SMHS as defined in these contracts and pursuant to Medicaid laws, and regulations, including the 1915(b) Waiver, the County of Mendocino State MHP Agreement, and BHRS policies and procedures. SMHS are provided to residents of Mendocino County who meet medical necessity and access criteria and have Medi-Cal or are indigent.

 

County Behavioral Health & Recovery Services shall continue discussion and consider contracting with additional providers.
