Approve agreement with County of Sonoma Probation Department in the amount of $500,000, with a maximum of $250,000 per year, to provide detention services for Mendocino County youth placed in the facility, for the period of November 1, 2022, through October 31, 2024; authorize the Chief Probation Officer to sign any future amendments which do not increase the total contract amount; and authorize Chair to sign same.

Summary of Request

Sonoma County Juvenile Hall and Probation Camp (“facilities”) is among a select number of probation departments that offer housing for secure track youth who cannot be housed at Mendocino County Juvenile Hall due to secured track youth population, services/programming available based on the needs of the juvenile, or age of juvenile to be placed.  Secure track youth are individuals whose care and custody has been realigned to local probation departments as a result of SB 823, who prior to SB 823, would have been sentenced to the care and custody of the Division of Juvenile Justice (DJJ) for the duration of their sentence.  It will also include youth currently serving sentences at DJJ, if any, who will be returned to the county upon the closure of DJJ.  Sonoma County provides services for secure track youth with special programming/service needs.  The Sonoma County facilities are the nearest facilities offering the programming necessary for these individuals.  The proximity of this program enhances the probation officer’s access to the youth detained at the facility and facilitates more frequent participation of Mendocino County Probation in the programming and services offered to the youth.  It also provides better access to family members.
