Previous Board/Board Committee Actions:
On December 17, 2019, the Board approved a five-year agreement with Bennet Omalu Pathology for forensic pathology services in the amount of $1,675,000. On February 11, 2022, the Sheriff’s Office processed the first amendment to the agreement that increased the agreement amount by $100,000 bringing the total amount to $1,775,000. On June 7, 2022, the Board approved a second amendment that increased the agreement amount by $700,000, which was included in the FY22/23 budget, bringing the total amount to $2,475,000. On April 11, 2023, the Board approved a third amendment that increased the agreement total amount by $195,000, bringing the total amount to $2,670,000 to cover ongoing autopsy and forensic pathology costs through the end of Fiscal Year 2022-2023.
Summary of Request:
On August 19, 2019, the Mendocino County Sheriff’s Office released RFP SO-2019-002 which sought proposals for forensic pathology services provided to the County. The RFP committee chose Bennet Omalu Pathology for the contract award on September 30, 2019. The agreement term is for five years which locks in competitive rates for the County. Forensic pathology services are difficult to budget for as the costs are directly linked to the undetermined number of coroner cases that come in, and the types of services needed to determine causes of death.
The Mendocino County Sheriff’s Office is requesting this fourth amendment to the agreement with Bennet Omalu Pathology to increase available funds by an additional $800,000 to perform ongoing autopsy and forensic pathology services through Fiscal Year 2023-2024, bringing the total agreement amount to $3,470,000. Unfortunately, Mendocino County continues to have record numbers of coroner cases that require more forensic pathology services than originally anticipated, thus the need for additional funds.
Alternative Action/Motion:
Return to staff for alternate handling.
