Summary of Request

Fair and equitable representation is fundamental to democracy. California has been a national leader with its Citizens Redistricting Commission which draws district lines according to nonpartisan standards through a transparent public process. Recently, however, various states, including Texas, have adopted new congressional redistricting plans prior to the standard ten-year timeline and process. These unprecedented plans have raised concerns about gerrymandering and partisan bias. Proposition 50, which will be on the statewide special election ballot in November 2025, is an effort to respond to these actions. This measure is a temporary solution to this issue. Proposition 50 ensures that California will revert to the Independent Commission after the 2030 Census. This special election allows the people of California to choose to protect democratic representation in the U.S. Congress. It is requested that the Board of Supervisors support Proposition 50 as necessary in response to the actions in other states which attempt to undermine fair and equitable representation and nonpartisan congressional redistricting processes.
