Previous Board/Board Committee Actions:

June 16, 2015, Board approval of a three-year agreement for the term of July 1, 2015, through June 30, 2018, with a not to exceed amount of $1,944,389.16;

September 17, 2019, Board approval of a two-year agreement for the term of July 1, 2018, through June 30, 2020, with a not to exceed amount of $1,373,533.                     

 

Summary of Request

For approximately 30 years, the County of Mendocino has contracted with CAL-FIRE for dispatch services for fire and emergency medical response. The contract amount is the maximum that may be charged with CAL-FIRE billing for its actual cost. As part of the Exclusive Operating Area (EOA) RFP process, the County originally proposed issuing a combined RFP for EOA and dispatch services. The Board of Supervisors directed that the RFPs be issued separately and subsequently directed that the RFP for dispatch services not be issued and that the County negotiate a new agreement with CAL-FIRE, possibly in collaboration with one or more cities. According to CAL-FIRE there would be no cost savings for a combined contract since CAL-FIRE bills on an actual cost basis.

 

The Health and Human Services Agency (HHSA) received the draft 2020-21 contract, which has a total maximum cost of $739,050 and includes a standard 5% personnel increase over the 2019-20 amount, on July 1, 2020. Due to receipt of the contract in July, and the time required for the County’s internal review process, HHSA requests the Board approve the agreement retroactively via adoption of the attached resolution.
