Approve retroactive Agreement with Noble Software Group, LLC in the amount of $62,898 to provide adult and juvenile probation assessment program services, effective October 1, 2023, through September 30, 2025; authorize Chief Probation Officer or designee to sign any future amendments to the Agreement that do not increase the maximum Agreement amount; and authorize Chair to sign same.

On December 7, 2021, the Board of Supervisors approved an agreement for the period of October 1, 2021, through September 30, 2023, with vendor.
Summary of Request:
Noble Software Group, LLC provides licensed software services to Probation and Juvenile Hall for conducting juvenile and adult risk assessments, detention risk assessments, and the pretrial risk assessment tool. Noble has provided these services to Mendocino County Probation since October 2018 and their assessment tools integrate seamlessly at no additional cost with our new case management system, Tyler Technologies, which is in the implementation process.
The previous Agreement with Noble Software Group, LLC expired on September 30, 2023. Final renewal rates were not provided to the County until October 6, 2023. The time required to finalize the new Agreement, including Exception to bid and signatures, resulted in the lapsing of the Agreement. Probation therefore requests retroactive approval of the proposed Agreement.
