Summary of Request:
Mental Health Services Act (MHSA) Community Services and Supports (CSS) services and Prevention and Early Intervention (PEI) services work to reduce risk factors for the development or severity of symptoms of mental illness. MHSA requires qualified providers of CSS services, and PEI services within certain areas of the County. The proposed contract covers three components of MHSA program subtypes, including CSS and PEI services, which fill requirements of the Mental Health Services Act, as well as community stakeholder prioritization for services to underserved communities. The services to be provided under this contract include Early Intervention Services, Prevention Services, Outreach for Early Recognition of Mental Illness, and Access and Linkage Services under the PEI component. Services also include Outreach and Engagement to identify and make connections with specialty mental health service providers, as covered under the CSS component.
Historically, the contract for some of these services in Mendocino County was included in the Specialty Mental Health Administrative Services Organization contract. However, with addition of Prevention and Early Intervention Programs this contract was transitioned to the County for direct administration. In July 2020, Mendocino County Behavioral Health and Recovery Services (BHRS) released Request for Proposal (RFP) No. MH-20-003-RFP for MHSA CSS services, and RFP No. MH-20-004-RFP for MHSA PEI services. Consolidated Tribal Health was awarded a contract from the two RFPs.
The proposed Agreement took longer than anticipated to obtain signatures, therefore necessitates a retroactive start date.
