Summary of Request

CA-AB-101 Housing Development and Financing of 2019-2020 authorized a one-time block grant that provided funds to local jurisdictions to support regional coordination and expand or develop local capacity to address immediate homelessness challenges. From this block grant, Mendocino County was allocated $862,691.53 of Homeless Housing Assistance and Prevention (HHAP) program funds by the Business, Consumer Services, and Housing Agency (BCSH) for services to persons experiencing homelessness. Using these funds, Mendocino County created the Housing Needs Flex Fund to address critical housing-related needs of individuals and families in Mendocino County. Specifically, this fund is used to provide assistance to individuals impacted by homelessness or at-risk of homelessness through efficient distribution of funds for security deposits, rental subsidies, landlord incentives, transportation to safe housing, past utility bills, or other needs that directly impact safety, security, retention and access to housing.

Mendocino County Social Services entered into Agreement No. SS-21-103 with North Coast Opportunities, Inc. (NCO) on April 1, 2022. Through this Agreement, NCO provides administrative and fiscal support for the efficient and timely distribution of Housing Needs Flex funds to households in need. Through this proposed Amendment to Agreement No. SS-21-103, NCO will have increased funds to distribute to qualified households.
