Previous Board/Board Committee Actions:
By Resolution Number (No.) 21-051 (April 20, 2021) the Board of Supervisors declared the existence of a local emergency related to drought; On August 24, 2021, the Board of Supervisors adopted Resolution No. 21-123 and authorized County Staff to move forward on applying for grant funds and advertising for bids related to a water supply replacement project to deliver potable water to the coastal areas of Mendocino County; By Minute Order item 5b (August 31, 2021) the Board of Supervisors approved a Mutual Aid Agreement Providing for Emergency Assistance Among the County of Mendocino, City of Ukiah, City of Fort Bragg and Other Signatory Cities or Special Districts.
Summary of Request:
The Department of Transportation (DOT) desires authorization to implement the Mendocino County Community Water Supply Replacement Project (the “Project”) in response to the drought conditions facing the County. This Project is being implemented pursuant in response to a drought scenario as defined by Water Code section 13198(a) and may: (1) address immediate impacts on human health and safety; (2) address immediate impacts on fish and wildlife resources; or, (3) provide water to persons or communities that lose or are threatened with the loss or contamination of water supplies.
The Project has initially involved the delivery of replacement water supply and distribution from the inland portion of the County (City of Ukiah) to the coastal areas of the County (City of Fort Bragg). Water delivery trucks did cause accelerated wear and tear on the access road to the City of Fort Bragg Summers Lane Pond with maintenance costs currently estimated to be some $147,500. The application of aggregate will also prepare the access road for increased anticipated use during 2022 due to drought conditions.
DOT Contract No. 220013 will provide for application of aggregate base rock to the City of Fort Bragg’s industrial access road to Summers Lane Pond. Funding for Fiscal Year (FY) 2022/23 is budgeted through Disaster Recovery Budget Unit (BU) 2910 and is anticipated to be 100% reimbursable through California Department of Water Resources (DWR) pursuant to Grant Agreement Number 4600014496.
