Recommended Action/Motion:

Approve Agreement (second amendment to Agreement PR-P23-002) with Mark A. Clementi, PhD., to extend the termination date to June 30, 2027, to provide law enforcement psychological services to the Probation Department; authorize the Chief Probation Officer to sign any future amendments to the Agreement that do not increase the maximum amount; and authorize Chair to sign same.

Summary of Request

Probation and Juvenile Hall are required to utilize a psychologist to conduct peace officer screening evaluations that meet Government Code Section 1031(f)(2) requirements.  The psychologist must also have met any applicable education and training procedures set forth by the California Commission on Peace Offer Standards and Training (POST) designated for the conduct of preemployment psychological screening of peace officers.  The scope of services not only includes preemployment psychological assessments but is also contracted to conduct Fitness for Duty Examinations and Critical Incident & Debriefing services as the need may arise.

 

The Peace Officer Psychological Evaluators provided by POST list no evaluators other than Dr. Clementi in Lake, Mendocino and Sonoma counties.  All other providers are “non-compliant” and therefore do not meet the minimum standards required.  Dr. Clementi has been providing services to the Mendocino County Probation Department for over 20 years and has also provided services to the Sheriff’s Office and Jail for many years.  He is thoroughly familiar with our needs and is highly responsive to us.
