recommendation

Adopt the Resolution authorizing the Director of Transportation to act as the Round Valley Airport Sponsor’s Official Representative and to sign Federal Aviation Administration Requests for Transfers of Entitlement Funds and AIG Grant Funding from Round Valley Airport to Little River Airport in the amount of $739,500 on behalf of Mendocino County (Round Valley, Little River Areas); and authorize Chair to sign same.

End

Previous Board/Board Committee Actions:

By Resolution Number (No.) 15-091 (June 16, 2015) the Board authorized the Director of Transportation to act as the airport sponsor’s official representative and to sign all necessary applications, grant documents and Federal Aviation Administration (FAA) entitlement transfers from either County airport to the other on behalf of Mendocino County.

Summary of Request

The Mendocino County Department of Transportation (DOT) is working toward completion of the pavement reconstruction of the apron at Little River Airport. Due to funding issues, the FAA is only issuing grants for runway and taxiway projects. In order to complete the apron pavement reconstruction, DOT is combining Airport Improvement Program (AIP) entitlement funds ($450,000) and Airport Infrastructure Grant (AIG) funds ($289,500) from Round Valley Airport to Little River Airport. The Director of Transportation requests the Board authorize him to sign one-time FAA Entitlement transfers from Round Valley Airport to Little River Airport in the amount of $739,500 on behalf of Mendocino County.

Alternative Action/Motion:

Deny authorizing the Director of Transportation to sign FAA entitlement transfers and shelve the apron reconstruction until FAA grant funds become available.
