Adopt Resolution approving retroactive Agreement with California Department of Social Services - Adoptions Services Bureau in the amount of $641,682 ($320,841 per fiscal year) to provide adoption services for Health and Human Services Agency, Family and Children’s Services for the term of July 1, 2018 through June 30, 2020; authorize the Health and Human Services Agency Director or designee to sign any future amendments to the Agreement that do not increase the annual maximum amount; and authorize Chair to sign same.

Summary of Request:
California Department of Social Services (CDSS) has been providing adoption services for foster children involved with the Health and Human Services Agency, Family and Children’s Services for over 18 years. This is the seventh fiscal year since 2011 Realignment that counties have had the option to provide their own adoption services through county child welfare services departments or to contract the allocation back to CDSS for continued services. At this point in time, CDSS continues to be a better position than the County to provide adoption services. Although CDSS has had the County’s contract since January 28, 2018, it was only mailed back to the County on July 24, 2018, and received on July 30, 2018, for submission to the Board for approval.
