Adopt resolution adopting an Initial Study/Mitigated Negative Declaration (IS/MND) in compliance with the California Environmental Quality Act (CEQA) requirements for the installation of trash capture devices on storm drains at various locations in the greater Ukiah area (County Wide); and authorize Chair to sign same.

Previous Board/Board Committee Actions:

By Resolution Number (No.) 20-018 (February 25, 2020), the Board of Supervisors (BOS) approved BOS Agreement No. 20-016/Department of Transportation (DOT) Agreement No. 190088 with Schaaf & Wheeler Consulting Civil Engineers (Schaaf & Wheeler) to perform the Stormwater Trash Capture Feasibility Study. By Resolution No. 22-128 (June 7, 2022), the BOS approved BOS Agreement No. 22-140/DOT Agreement No. 220006 with Schaaf & Wheeler to perform the design work for the trash capture devices.                     

 

Summary of Request

Pursuant to California Environmental Quality Act (CEQA) requirements, an Initial Study has been completed for the installation of trash capture devices on storm drains in the greater Ukiah area. The study supports the adoption of a Mitigated Negative Declaration (MND).  In compliance with CEQA requirements, the MND was posted with the State Clearinghouse for the 30-day review period by state resource agencies.  The State Clearinghouse received no comments during the 30-day review period.  A public hearing has been scheduled for May 21, 2024, at 9:00 a.m., or as soon thereafter as the item may be heard, to present the findings of the Initial Study and to hear and consider any comments or concerns of the public, prior to adoption of the applicable Mitigated Negative Declaration. 

 

Alternative Action/Motion:

Postpone the public hearing and delay the project.
