Summary of Request

This non-competitive grant program provides funds to support local governments responsible for developing and amending Local Coastal Programs. Funds may be used for projects that are designed to assist in assessing impacts and planning for coastal resiliency, including adapting to the impacts of climate change and sea level rise, and which contain an LCP planning component.

 

The County submitted a pre-proposal application to a separate funder, the National Fish & Wildlife Foundation (NFWF), on April 20, 2022, to conduct a multi-jurisdictional planning process to assess and plan for potential impacts from sea level rise (SLR) on coastal areas of the county. The NFWF will notify the County if the proposed project, Mendocino County Sea Level Rise Resilience Strategy, is selected to move to the next phase.

 

If funded by NFWF, the County will procure a consultant to lead the planning process, which will consist of numerous planning sessions with multiple stakeholder groups to discuss regional SLR concerns, identify specific areas where SLR impacts will be most severe using existing modeling tools and software, and develop and prioritize a project list, with a focus on nature-based solutions where feasible, to inform future implementation efforts. The County has identified and will outreach to more than 40 planning partners including local city government, Tribal government, utility purveyors, coastal water districts, State and Federal agencies, public safety agencies, environmental stakeholders, and more.

 

The outcome of these planning sessions, alongside existing regional information, will drive the development of a comprehensive SLR Resilience Strategy for the entire Mendocino County coastline.

 

The Board approved Resolution 22-175 authorizing submittal of this grant application up to $100,000 at the August 16, 2023 meeting.  After submitting the application, California Coastal Commission staff requested  changes to the application and the changes brought the new ask to $133,000.  California Coastal Commission has also changed their maximum award from $100,000 to $500,000.  This new resolution is asking the Board to approve submitting an application of up to $500,000 in case the California Coastal Commission requests more changes that could increase the application amount.

 

Planning and Building Services will take the lead on the project; PRRM assisted with the grant application and will assist with fiscal support.
