Previous Board/Board Committee Actions:
By Resolution Number (No.) 21-045 (April 6, 2021), the Board of Supervisors authorized the Director of Transportation to advertise for bids for Department of Transportation (DOT) Contract No. 210017 and to award the contract to the lowest responsive, responsible bidder.
Summary of Request:
On September 12, 2022, DOT awarded DOT Contract No. 210017 to Bouthillier’s Construction, Inc., of Willits, California, in the amount of $239,035 for construction of the 2019 Storm Damage Repairs on Mountain View Road, County Road 510, Milepost 20.00, which was $142,165 under the Engineer’s Estimate. Pursuant to Resolution No. 07-008, the Director’s change order authority was $23,904 per contract change order. Over the course of construction, additional Rock Slope Protection (RSP) was required to properly repair the storm damage, exceeding the Director’s original contract change order authority by $125,797. In order to avoid delaying the project and incurring additional costs, the contractor was allowed to proceed with construction and the project was completed on June 12, 2023. DOT is requesting a retroactive increase of the Director’s change order limits to a total of $149,701 to cover the cost of the additional RSP. DOT will seek reimbursement from the FHWA ER program, and 88.53% of the additional costs are anticipated to be reimbursed.
