Previous Board/Board Committee Actions:
On May 5, 2022 the Board of Supervisors approved the professional services agreement with AECOM Technical Services, Inc. for Preconstruction and Construction Management services for the Psychicatric Health Facility project at 2840 South State Street, Ukiah in the amount of $1,377,948.
Summary of Request:
AECOM provides Construction Management services for the Psychicatric Health Facility (PHF) under the original agreement. The original completion date for the PHF project was November 2025, and the agreement for Construction Management (CM) services aligned with that project completion date. Due to construction delays, CM services will be required at least through the end of June 2026, this amendment provides for services through August 15. Payment terms for this agreement are for actual time and reimbursable costs not to exceed the total compensation amount; the total compensation estimate for the project anticipated delays and contingencies typical of large construction projects so additional compensation is not proposed with this amendment. At the same time considerable effort will be required once construction has been substantially completed in order to ready the facility to meet licensing requirements and accept patients that is not currently included in the Construction Contract or the Memorandum of Understanding with the awarded Psychiatric Health Facility Operator. AECOM has experienced Occupancy Phase personnel and resources specific to the procurement of the Furniture, Fixtures and Equipment (FF&E) required to outfit medical and mental health facilities. This amendment adds limited FF&E coordination services and attendance at owner-user group meetings to the scope of services and an FF&E coordinator to the fee schedule in the payment terms to allow the County to procure these services from AECOM within the total compensation of the agreement.
