Previous Board/Board Committee Actions:

On May 15, 2020, the County of Mendocino entered into the Cannabis Equity Grants Program for Local Jurisdictions Grant Agreement CEG-2020-21 with the Governor’s Office of Business and Economic Development.

 

On November 17, 2020, the Board of Supervisors directed staff to enter into BOS Agreement No. 20-157 with Paula Groves DBA 4Front Partners to provide grant application and underwriting services for the Equity Program.

 

On May 21, 2021, in recognition of the significant and adverse impacts of the COVID-19 pandemic, including disruptions and delays in many government functions, the Agreement CEG-2020-21 for Cannabis Equity Grants Program for Local Jurisdictions with the State was amended to extend the Grant Term and Documentation and Reporting Requirements. 

 

On September 14, 2021, the Board of Supervisors directed staff to enter into an Amended BOS Agreement No. 21-164 with Paula Groves DBA 4Front Partners to continue provide grant application and underwriting services for the Equity Program, due to the State extending the timeframe for the round of funding.

 

On February 28, 2022, the Agreement CEG-2020-21 for Cannabis Equity Grants Program for Local Jurisdictions with the State was amended a second time to extend the Grant Term and Documentation and Reporting Requirements for a second time.                     

 

On March 22, 2022, the County of Mendocino entered into the Cannabis Equity Grants Program of Local Jurisdictions Grant Agreement CEG-2022-387 with the Governor’s Office of Business and Economic Development in the amount of $2,944,034.62.

 

On August 16, 2022, the BOS Approved Retroactive Amendment to BOS Agreement No. 20-157 with Paula Groves DBA 4Front Partners Increasing the Amount from $211,565 to $294,792, and Extending the Termination Date from February 28, 2022, to August 31, 2022.                     

 

Summary of Request

The Cannabis Department is requesting to enter into the above referenced Retroactive Agreement with Paula E. Groves DBA 4Front Partners, to pay for services from December 1, 2021, through December 31, 2021, and July 3, 2022, through February 28, 2023, in the amount of $141,781.45. The contractor  provided services for Mendocino County Residents “at risk” beyond the limit of the original contract agreement.  There is no obligation to approve this amendment, but the Department recognizes that community benefit has been received, and recommends the Board proceed.  Payment will be made with grant funds.
