Previous Board/Board Committee Actions:

On June 23, 2026, the Board of Supervisors adopted the Master Position Allocation Table for the FY 2026-2027 Budget, Resolution Number 26-107.                     

 

Summary of Request

The Human Resources Department is charged, as part of the overall maintenance of the classification and compensation plan, to evaluate current classifications, create new classifications (including appropriate salary levels), reclassify positions, examine requests for salary grade adjustments, analyze allocations, and make recommendations for additions, modifications, and corrections.

 

At its August 19, 2026, Civil Service meeting, the Commission approved the establishment of the new classification of Resource Navigator, the abolishment of the Community Health Services Specialist I and the Community Health Services Specialist II and the reclassification of one incumbent.

 

Historically, the existing classification of Community Health Services Specialist I and the Community Health Services Specialist II were utilized across multiple divisions when Health and Human Services Agency (HHSA) operated under a shared organizational structure.  Following the separation of the HHSA divisions and subsequent organizational changes, the duties assigned to employees with the Department of Social Services (DSS) evolved independently from those performed in the healthcare-related divisions. 

 

The proposed action represents the final phase of Human Resources and the Department of Social Services working collaboratively to establish a new classification of Resource Navigator.  While healthcare-related positions were transitioned into new classifications to comply with SB 525, the remaining DSS positions continued under the legacy classification pending a comprehensive review of their evolving duties.  The proposed new classification of Resource Navigator better reflects the duties, responsibilities, and qualifications associated with the position within the DSS.

The County has fulfilled its obligation under the Myers-Milias-Brown Act (MMBA) with the affected bargaining unit.

 

There is no fiscal impact as the salary for the new classification is equal to the existing salary grade of allocated classification.
