Approve retroactive first amendment to BOS Agreement 19-215 (Revenue Agreement No. DD-P11-006, a Fee for Service Agreement) with Partnership Healthplan of California (PHC) to provide for Medi-Cal managed care capitation rate increases as a result of Intergovernmental Transfers (IGT) from Mendocino County Public Health to the Department of Health Care Services (DHCS) to maintain the availability of PHC covered health care services to PHC beneficiaries, effective July 1, 2024, until December 31, 2029; authorize the Health Services Director or designee to sign any future amendments that do no increase the maximum amount; and authorize Chair to sign same.

Summary of Request:
The proposed Amendment to the Agreement between Mendocino County Public Health (PH), and Partnership HealthPlan of California (PHC) adds language that provides for Medi-Cal managed care capitation rate increases to PHC as a result of intergovernmental transfers from PH to the California Department of Health Care Services to maintain the availability of PHC covered health care services to PHC beneficiaries.
PH originally entered into the agreement with PHC effective July 21, 2011 for PHC to provide covered health care services to PHC beneficiaries in Mendocino County.
PH received the proposed Amendment on March 4, 2025, with PHC requesting to back date it to cover July 1, 2024 forward.
