On October 21, 2025, the Board of Supervisors approved a grant application for U.S. Department of Agriculture Community Facilities Direct Loan & Grant Program in the amount of $50,000 with matching library capital investment funds of approximately $550,000 to fund the purchase of a new hybrid Freightliner library Bookmobile to serve residents of rural Mendocino County.
The BOS regularly reviews and approves library grant applications.
Summary of Request:
After more than 14 years of service, the current bookmobile has exceeded its expected lifespan and is increasingly unreliable, making replacement essential to maintaining countywide library access. In 2025, the Library initiated the replacement process, gathering community input through public surveys and meetings to inform the specifications for the new Bookmobile. Based on this feedback, an RFP was drafted and issued for a modern, hybrid Bookmobile to meet the evolving needs of Mendocino County residents.
Since the 1960s, the Bookmobile has traveled over 18,000 miles annually, making 800 regular stops across six main routes. These routes serve the communities of Navarro, Comptche, Philo, Boonville, Manchester, Gualala, Hopland, Redwood Valley, Potter Valley, Laytonville, Leggett, Piercy, Fort Bragg, Caspar, Mendocino, Westport, Albion, and Elk. In addition to its scheduled stops, the Bookmobile regularly visits schools, nursing homes, senior centers, and participates in special events, ensuring broad access to library services throughout the county.
Measure O funds will provide the majority of the anticipated $600,000 needed to purchase the new Bookmobile, with potential supplementation with grant funds. Applying for the Carl Moyer grant will help offset the substantial cost of acquiring the new Bookmobile and support continued outreach and equitable library access for all residents.
The Carl Moyer Program provides grants to support individuals, private companies, and public agencies in reducing emissions from heavy-duty engines beyond regulatory requirements. Eligible projects include the purchase of new low-emission engines or vehicles. Grant amounts are based on the “incremental cost,” meaning the portion of the project cost associated with acquiring and deploying cleaner equipment earlier than otherwise required, and the resulting emission benefits. The maximum grant award is $100,000 per project.
The grant timeline did not allow sufficient time for the application to be reviewed and approved by the Board of Supervisors before submission. Given the grant's deadlines and the application requirements, staff focused on developing a competitive proposal within the limited timeframe. This strategy was essential to ensure compliance with eligibility criteria and to meet the grant submission deadline. The Library is requesting ratification of the application submission, which was authorized by the CEO prior to submission in accordance with Policy No. 25.
