Summary of Request:
Mendocino County first began contracting with Granicus LLC. for live closed captioning services in August 2020, when virtual meeting accessibility related to the COVID-19 pandemic highlighted an already existing need for these critical services. Granicus hosts a vast number of programs utilized by Mendocino County related to live meeting services, agenda publication, and government transparency, making them the most logical, functional, and cost effective option for captioning services. Live captions are an essential service for compliance with Americans with Disabilities Act (ADA) requirements, to provide increased accessibility to Board of Supervisors (BOS) meetings for the hearing impaired.
The original Agreement No. PA-21-33 was processed at Purchasing Agent level, with services beginning on August 5, 2020. On October 19, 2021, the BOS approved a first Amendment (BOS Agreement No. BOS-21-180), extending the term of services for an additional year through August 5, 2022, and increasing the amount to $58,500, to cover continued services. On August 16, 2022, the BOS approved a second Amendment (BOS Amendment No. BOS-21-180-A1), extending the term again for an additional year through August 5, 2023, and increasing the amount to $87,750. On August 29, 2023, the BOS approved a third Amendment (BOS Amendment No. BOS-21-180-A2), extending the term another year through August 5, 2024, and increasing the amount to $119,047.50.
The proposed fourth Amendment (BOS third Amendment) to Agreement No. PA-21-33 extends the term again, to cover closed captioning services from Granicus LLC. for a fifth year, and increases the amount by $34,114.50, for a new total of $153,162. County of Mendocino staff received the budgetary quote from Granicus LLC. for this fifth year renewal on June 26, 2024. County staff immediately began processing this fourth Amendment through County approvals, and submitted for BOS approval as soon as it was ready. During this time, the original Agreement expired on August 5, 2024, causing this fourth Amendment to be retroactive. Once the proposed fourth Amendment is executed, it will be effective for the full term of the Agreement, from August 5, 2020 through August 5, 2025.
