Previous Board/Board Committee Actions:

March 23, 2021 - Board of Supervisors adopted Resolution 21-033 approving an allocation of funding in the amount of $10,808,000 and an application for funding and the execution of a grant agreement and any amendments thereto from the CDBG-MIT program to fund County emergency Communications Improvement Projects.                      

 

Summary of Request

CDBG-DR-Infrastructure (DR-INF) projects are funded to assist with meeting the unmet infrastructure needs of eligible local communities. Resilient Infrastructure Program (MIT-RIP) funds are intended to assist local jurisdictions with mitigation-related infrastructure needs to support risk reduction from wildfire, flooding, and earthquake hazards. Projects eligible for MIT-RIP funding must address risks to a variety of systems and structures to enable continuous operations of critical business and government functions during future disasters and improve responses for human health and safety or economic security.

 

The original award was $5,404,000 with the three projects below

 

                     911 Switching Equipment

                     Awarded $3,835,699

 

To purchase and install a prefabricated bunker-type structure adjacent to the County Probation Department Building to house 911 switching equipment which is vital to the County’s emergency response activities.

 

                     Microwave and Radio Communications System

                     Awarded $1,150,823

 

To improve reliability and resiliency of its microwave and radio communications systems through the procurement and installation of higher capacity, upgraded microwave equipment including microwave radios, waveguides, power supplies, ethernet, and routers, and the establishment of a redundant microwave communications loop by adding new microwave equipment to connect the Fort Bragg site with the Matheson Peak site to ensure County-wide connectivity and prevent widespread communications outages should one tower location be out of operation for any reason. In total, 16 sites will receive upgraded equipment during project implementation.

 

                     Sanel Mountain Microwave Site Hardening

                     Awarded $417,478

 

To increase functionality of communications during disasters, including mobile radios and microwave data links which provide internet connectivity at county-owned sites. This will improve the effectiveness of first responders in the field by facilitating communications during events and improving the likelihood of successful disaster responses such as evacuation orders.

 

On or about August 5, 2025, HCD notified County Staff of a preliminary award for the 2017 CDBG Mitigation Resilient Infrastructure program, round 2, of up to $11,913,474 bringing the total funding for MIT RIP projects to a maximum of $17,314,474, which will allow the County to add San Hedrin Microwave hardening to the project and will allow the County to receive full cost recovery for staff time on current projects.

The County will demolish an existing lookout structure and install a new concrete equipment shelter in the place of the demolished building, with upgraded electrical systems, a larger backup power system, upgraded gas lines, propane storage for the backup power system, a grounding system, and an antenna support structure. All improvements will be in compliance with the National Forest Service Sanhedrin Communications Site Management Plan. 

 

Due to the increase in the award HCD mandates an amended resolution be adopted by the Board of Supervisors. This resolution gives the Chief Executive Officer or Executive Division Manager authority to enter into, execute and deliver any and all agreements deemed necessary by the California Department of Housing and Community Development.
