Previous Board/Board Committee Actions:
March 9, 2021, the Board of Supervisors, during the budget workshop, discussed obtaining input from the Community and County Departments regarding priority projects within the County that could be funded by the PG&E Disaster Settlement Funds.
May 11, 2021, Item 5(b), the Board accepted presentation by Redwood Valley County Water District outlining requested purchases and projects, including replacement of lake pump controls and purchase of metered fire hydrant locks to be funded with a portion of Pacific Gas and Electric Disaster Settlement Funds.
August 17, 2021, Item 4(f), the Board accepted the Prioritized Spend for projects utilizing Pacific Gas and Electric Disaster Settlement Funds, including approval to award $200,000 to Redwood Valley County Water District (RVCWD) for lake pump controls.
Summary of Request:
On August 17, 2021, the Mendocino County Board of Supervisors (BOS) approved a Prioritized Spend related to projects for strategically investing one-time Pacific Gas and Electric (PG&E) disaster settlement funds, and authorized the Assistant Chief Executive Officer to prepare and bring forward the necessary contracts for distribution of funds to non-county agencies. The proposed contract with Redwood Valley County Water District (RVCWD) in the amount of $200,000 for purchase and installation of two drive pump control panels, and maintenance of one transfer pump at the Lake Mendocino pump site is among the contracts approved by the BOS on the Prioritized Spend.
Pursuant to the proposed Agreement, RVCWD will utilize funding for labor and materials necessary to 1) engineer, order, purchase, arrange delivery, program, start, check, and run two new custom MLS Danfoss Variable Frequency Drive pump control panels, one for each of two transfer pumps at the Lake Mendocino pump site; 2) clean-up, inspect and replace plumbing and electrical; and 3) remove, recondition, and reinstall one transfer pump at the Lake Mendocino pump site. Award of PG&E funds for these purposes will facilitate a more efficient supply of water to fire hydrants, increase the ability to pump water during extreme low lake levels, and support RVCWD's provision of public utility water services for Redwood Valley residents in Mendocino County, thereby enhancing the County’s resiliency to drought and fire, and directly facilitating a more efficient and effective response to disaster.
Alternative Action/Motion:
Return to staff for alternative handling.
