Approve retroactive second Amendment to BOS Agreement No. 22-080 (fourth Amendment overall to Department Agreement No. PH-21-012) with Schat’s Bakery, in the amount of $0 for a total $125,000, to provide nutritionally appropriate and balanced meals for individuals in quarantine, effective September 27, 2021, through a new end date of June 30, 2023 (original end date: December 31, 2022); authorize the Behavioral Health and Recovery Services Director or designee to sign any amendments that do not increase to maximum contract amounted; and authorize Chair to sign same.

Previous Board/Board Committee Actions:

September 27, 2021, the Public Health Director executed the master Agreement No. PH-21-012, in the amount of $25,000;

 

January 7, 2022, Purchasing Agent Agreement for the first Amendment No. PA 22-41, PH-21-012-A1, increasing the amount from $25,000 to $50,000;

 

April 5, 2022, Item No. 3(am), the Board approved BOS Agreement No. 22-080 (second Amendment), increasing the amount from $50,000 to $100,000;

 

September 20, 2022, Item No. 3(m), the Board approved BOS Agreement No. 22-080-A1 (third Amendment), increasing the amount from $100,000 to $125,000 and extending the end date from June 30, 2022 to December 31, 2022.

 

Summary of Request

In September of 2021, Mendocino County contracted with Schat’s Bakery in the amount of $25,000, to prepare and provide nutritionally appropriate and balanced meals for a number of individuals quarantined and sheltered by the County, in response to the COVID-19 pandemic. Due to the unpredictable nature of the need for these services, the contract was amended once on January 7, 2022, by the Purchasing Agent, to increase the total to $50,000; again on April 5, 2022, by the Board of Supervisors, to increase the total to $100,000; and on September 20, 2022, by the Board of Supervisors, to increase the total to $125,000 and extend the end date to December 31, 2022 enabling Schat’s Bakery to continue providing meals to quarantined individuals. Similarly, this proposed fourth Amendment extends the end date of this agreement to June 30, 2023, for the continuation of these services. 

 

The retroactive status of this Amendment is due to the unexpected need for these services and the continuing COVID-19 pandemic.
