Previous Board/Board Committee Actions:
On June 22, 2021, the Board of Supervisors adopted the Master Position Allocation Table for the FY 2021-2022 Budget, Resolution Number 21-090.
Summary of Request:
The Human Resources Department is charged, as part of the overall maintenance of the classification and compensation plan, to evaluate current classifications, create new classifications (including appropriate salary levels), reclassify positions, examine requests for salary grade adjustments, analyze allocations, and make recommendations for additions, modifications, and corrections.
There is a need for the Air Quality Management District (AQMD) to be more resilient. There has been a continued shortage of staff, as well as the recent retirement of the Air Pollution Control Officer (APCO). As the AQMD continues to face challenges it was requested to evaluate the current structure.
During the evaluation of the AQMD, it was determined that a restructuring of the District would be beneficial. Human Resources collaborated with the recently contracted APCO and together have reviewed the District’s current class specifications, leading to the development of new classifications in addition to modifications of existing classifications. With the proposed restructure, the AQMD will now align with other districts throughout the state. Additionally, the proposed recommended actions permit the AQMD to cross train staff as they are hired and it will build career benchmarks and succession plans for the District.
The current year fiscal impacts shown below reflect wages (including cost of benefits) at step 5 of the proposed new classification for the Deputy APCO. The annual recurring costs shown below reflect wages (including cost of benefits) at Step 5 for the Deputy APCO. The new classification for Air Quality Engineer II and abolishment of Sr. Air Quality Specialist has a net impact of $0.00.
The County has fulfilled its obligation with the affected bargaining unit in accordance with Myers-Milias-Brown Act (MMBA).
