Approve retroactive first Amendment (second Amendment to Purchasing Agent Agreement No. PA-22-143, MH-22-033) Board of Supervisors Agreement No. 22-279 with Manzanita Services, Inc. in the amount of $0 for a total of 251,720 to provide specialty mental health wellness center services, effective August 1, 2022 through a new end date of June 30, 2023 (original end date: December 31, 2022); authorize the Behavioral Health and Recovery Services Director or designee to sign any future Amendments to the Agreement that do not increase the annual maximum amount; and authorize Chair to sign same.

Summary of Request

Anchor Health Management (formerly Redwood Quality Management Company (RQMC)) has been arranging for specialty mental health services on behalf of Mendocino County, as delineated in the Mental Health Plan and Mental Health Services Act Plan (MHSA) controlled by the California Department of Health Care Services (DHCS) and Mental Health Services Oversight and Accountability Commission (MHSOAC). Functioning as the Administrative Services Organization (ASO), Anchor Health Management oversees and manages the delivery of mental health services through a well-developed coalition of local mental health providers, all of which contract directly with the County to receive funding for services, including Manzanita Services, Inc. (Manzanita). 

 

Per original Agreement No. PA-22-143, MH-22-033, and first Amendment No. BOS-22-279, Manzanita provided Mendocino County residents with Mental Health Services Act Specialty Mental Health Wellness Centers from August 1, 2022 through December 31, 2022. The proposed second Amendment to Agreement No. PA-22-143, MH-22-033 is a zero-cost term extension, and once executed, will be effective for the entire period of the Agreement, from August 1, 2022 through June 30, 2023. Manzanita is in the process of closing services, and the proposed second Amendment enables them to continue services to residents while they work with the County and other County Contractors on transition plans for clients to other service providers before the end of the Agreement term.

 

Behavioral Health and Recovery Services found out about the need for this term extension after the original term expired on December 31, 2022, necessitating retroactive approval of this second Amendment.
