Previous Board/Board Committee Actions:

The Board adopted Resolution No. 13-013 on February 12, 2013, re-establishing the Service Authority for Abandoned Vehicle Abatement.

On January 10, 2023, the Board adopted Resolution No. 23-009 to file a ten-year extension of the Abandoned Vehicle Abatement (AVA), Joint Powers Agreement (JPA) pursuant to Vehicle Code Sections 9250.7 and 22710 extending the agreement until February 2033.

On March 15, 2023, the Board adopted Resolution No. 23-063 to place a measure on the March 5, 2024, ballot to extend the collection of the Abandoned Vehicle Abatement Fee for a period of ten (10) years, pursuant to Vehicle Code sections 9250.7 and 22710.

Summary of Request

The County of Mendocino administers a State approved and funded Abandoned Vehicle Abatement Service Authority in partnership with the Cities of Ukiah, Fort Bragg, and Willits.  The funding for this authority comes from a statutory $1 per vehicle registration fee approved by a local ballot measure.  The Service Authority depends on funding for removal and dismantling of vehicles abandoned on public and private property throughout Mendocino County.

In March 2023, Planning and Building Services (PBS) released a Request for Proposal (RFP 005-23) for services related to abandoned vehicle tow and disposal services as part of the County’s Abandoned Vehicle Abatement (AVA) program.  PBS received two RFP submissions, with T & T Salvage being the lowest, most responsive bid.  PBS has worked with T & T Salvage in the past and has a good working relationship with the Department.
