Approve retroactive Agreement with Turning Point of Central California, Inc. in the amount of $53,272 to provide 60 days of crisis residential care for a severely physically and developmentally disabled foster child for the period of August 1, 2018 through September 29, 2018; authorize the Health and Human Services Agency Director or designee to sign any future amendments to the Agreement that do not increase the annual maximum amount; and authorize Chair to sign same.

Summary of Request:
A severely physically and developmentally disabled foster child is in need of a long-term care facility. At this time, Turning Point of Central California (TPCC)’s residential home in Ukiah, Northern Lights, is the only facility that has accepted the child, although another facility out-of-county has agreed to assess and consider the child for a longer-term placement. TPCC’s residential facility has the level of services necessary to provide a safe environment for the specific severely physically and developmentally disabled foster child. TPCC will maintain the placement for up to 60 days while Family and Children’s Services (FCS) of the Health and Human Services Agency continues to search for a longer-term solution. Because the need for the bed at TPCC was urgent and immediate, FCS placed the child while the retroactive contract is pending before the Board.
Turning Point’s Admission/Resident Agreement is the contract required by this short-term emergency placement. Because this contract pertains to a juvenile dependency matter, the minor's name, date of birth, and personal behavioral/health information must remain confidential. In addition, Family and Children's Services (on behalf of the County) is both the Funding Agency and the Authorized Representative for the Resident, and the only entity, other than Turning Point (i.e, Contractor/Licensee). There are no other parties to this agreement.
