Previous Board/Board Committee Actions:
On February 7, 2017, Resolution 17-019 authorized the Sheriff’s Office submittal of a proposal for funding through the Adult Local Criminal Justice Facilities Construction Financing Program (SB 844 Chapter 34, Statutes of 2016) for additional specialty housing and expanded program, training, and mental healthcare space at the County jail and authorized an appropriation for the local match portion of the project of approximately $1.047 million. Subsequently the Board of Supervisors has approved funding increases and changes and on October 31, 2023, accepted the total project estimate of $43,999,800 and authorized contract award to Broward Builders, Inc. in the amount of $35,859,000 for construction of the new jail that will serve as a behavioral health wing pending final funding approval by the California Department of Finance.
Summary of Request:
The construction contract with Broward Builders, Inc. and State funding is scheduled to be approved at the end of January by the California Department of Finance at which time the contractor will be issued the notice to proceed for work to begin. Included in the soft costs of the project budget are the County’s responsibilities for regular inspections and proper documentation that all work on the project is performed in compliance with State and local building codes. This agreement provides for those services through the duration of the project. 4LEAF Inc. is a highly qualified firm providing plan review and inspection services on behalf of the County Planning and Building Department over the years and has submitted the most competitive proposal for these services.

Do not approve the agreement and provide direction to staff.
