Summary of Request:
The Department of Health Care Services (DHCS), California Advancing and Innovating Medi-Cal’s (CalAIM) Enhanced Care Management (ECM) and Implementation of Optional Community Supports (ILOS) programs, launched January 1, 2022. These programs require significant new investments in care management capabilities, ECM and ILOS infrastructure, information technology (IT) and data exchange, and workforce capacity across Managed Care Plans (MCPs), city and county agencies, providers, and other community-based organizations. In order to support and expand upon ECM and ILOS programs, DHCS has implemented the CalAIM Incentive Payment Program (IPP).
Utilizing the CalAIM IPP funding, Partnership HealthPlan of California (PHC) has developed the PHC CalAIM Grant Program to invest in ECM and ILOS provider capacity and delivery system infrastructure, to support the launch of these important programs. Mendocino County Behavioral Health and Recovery Services applied for the PHC CalAIM grant on June 10, 2022, and through the proposed grant Agreement, will use funding to invest in expanding and enhancing ECM program capacity and capabilities, including the ability to submit electronic claims, provider electronic data exchange, and IT upgrades.
