Summary of Request:
Adopt an 18-month temporary closure to vehicular traffic of Dogwood Terrace, County Road (CR) 641A, and Dogwood Lane, CR 641B, in Brooktrails, to prevent serious and continual illegal dumping.
Mendocino County Department of Transportation (MCDoT) received the request for the closure by concerned members of the public because vehicle traffic contributes to the illegal dumping. Furthermore, the County Sheriff’s Department, California Highway Patrol, and the Brooktrails Township Fire Department also recommend closure of Dogwood Terrace and Dogwood Lane. Letters from these entities are attached to this agenda item.
MCDoT staff have determined that: Dogwood Terrace and Dogwood Lane have not been designated as a through highways or arterial streets; the closure of Dogwood Terrace and Dogwood Lane will not impact traffic flow, safety on the adjacent streets or in the surrounding neighborhoods, the operation of emergency vehicles, the performance of municipal or public utility services, or the delivery of freight by commercial vehicles in the area. There are no developed properties on Dogwood Terrace and Dogwood Lane.
MCDoT has mailed notices for this public hearing to the residents and owners, as shown on the last equalized assessment roll, of property adjacent to that portion of roadway, and published notice of the hearing in the Ukiah Daily Journal on September 9, and 18, 2022.
Based on the recommendation of the County Sheriff’s Department and California Highway Patrol, there is serious and continual illegal dumping, and this temporary closure is justified.
