Previous Board/Board Committee Actions:
Adoption of Chapter 18.16 of the Mendocino County Code, granting the Planning & Building Services Department authority over private road naming and addressing. Chapter 18.16 was most recently updated on December 16, 2016 by Ordinance 4370. On February 4, 2020 the Board of Supervisors directed staff to work with the Fire and EMS Sustainability Ad Hoc Committee to update and streamline the road naming process for public safety purposes.
Summary of Request:
The Mendocino County Planning and Building Services Department is responsible for creating and maintaining the Master Grid and Property Numbering System used to assign physical or ‘situs’ numbers to parcels in the unincorporated areas of the County. The primary purpose of this responsibility is to coordinate the application of emergency services when needed, as well as to maintain an organized file system within the Department based on property addresses. In addition, the Department is also tasked with processing road name petitions filed by property owners, or filing petitions on the County’s behalf when the need arises.
“Old Boy Scout Road” is the currently un-official name of the private road that takes access from Ridgewood Road east of Willits. The road serves approximately 31 parcels, all of which are currently addressed as Ridgewood Road. While conducting brush clearing and fire break creation in the area in 2018 and 2019, comments were made by CALFIRE regarding the confusion about the addresses in the immediate area. Additionally, there is at least one duplicate address between this road and the ‘main’ Ridgewood Road. The name ‘Old Boy Scout Road’ has been in use informally in the community for many years and a small sign currently stands at the intersection identifying the road as such. This proposal aims to formalize that road name designation and clarify any errors that currently exist. See attached maps for further information.
Alternative Action/Motion:
1) The Board of Supervisors rejects adoption of the proposed road name, leaving the existing road unnamed. Addresses will remain assigned as Ridgewood Road.
2) The Board of Supervisors adopts a different name for the road, naming it ______________, and directs staff to assign the proper addresses.
