December 16, 2025, Item 3ah) Approval of Agreement BOS-25-131-A1
Summary of Request:
Adventist Health operates acute care psychiatric inpatient treatment facilities in Vallejo and St. Helena, California. Admission is determined by medical necessity for clients who cannot maintain safety or function at home or in the community. At Adventist Health, a multi-disciplinary team provides comprehensive evaluation, evidence-based treatment, rapid stabilization, and coordinated discharge planning to promote wellness and recovery. The overarching goal is to return individuals to their communities with improved stability and functioning.
Currently, Mendocino County lacks local facilities offering acute psychiatric inpatient treatment. The number of Mendocino County clients hospitalized at Adventist Health has surpassed Behavioral Health and Recovery Services’ (BHRS) initial estimate for FY 2025/26, necessitating additional funding through this amendment. To address this need, BHRS proposes to continue its contract with Adventist Health, increasing the agreement by $1,500,000 for a total of $2,500,000 to provide inpatient psychiatric hospitalization for qualified county residents. Under the proposed agreement, BHRS will continue to place eligible mental health clients at Adventist Health, where they will receive diagnostic assessments, therapeutic and rehabilitative services, and stabilization treatments. The primary objective is to enhance client functioning and facilitate successful discharge or transition to less intensive levels of care. This agreement will be effective from July 29, 2025, through June 30, 2026.
