Summary of Request

Caspar Landfill is a closed, approximately 20-acre Class III solid waste disposal facility.  Closure and post-closure maintenance standards for disposal sites contain vegetation maintenance requirements for the landfill vegetative cover layer.  Control of vegetation further facilitates landfill inspections, helps to control the establishment and spread of noxious and invasive weeds, and provides fuel load reduction for fire safety.  Following a competitive procurement process, Eeger Beever Tree Service, Inc. (Eeger Beever), has been providing much needed vegetation management services for the Caspar Landfill for the past two years under Department of Transportation (DOT) Agreement Number (No.) 200084.  The Agreement with Eeger Beever is due to expire on July 31, 2023, and both DOT and Eeger Beever desire to extend the term of the Agreement at existing rates for one additional year.  The cost of an additional year of services is $22,400, which will increase the total amount of the Agreement to $67,200.  Fifty percent of the increased cost, or $11,200, will be reimbursed from the City of Fort Bragg through an existing Joint Powers Agreement (JPA) for maintenance of the jointly-owned landfill.  DOT recommends and respectfully requests the Board adopt the resolution approving Amendment Two to DOT Agreement No. 200084, extending the Agreement for an additional year and increasing the amount of the Agreement by $22,400 to a new not-to-exceed total of $67,200.

Do not approve the Amendment and discontinue vegetation management services at Caspar Landfill.
