By Resolution Number (No.) 23-157 (September 12, 2023), the Board of Supervisors (BOS), authorized the Director of Transportation to submit a grant application to California Department of Water Resources (DWR) to implement the Mendocino County Drought Resilience Plan Development and Drought Task Force Participation Project.
Summary of Request:
Under Senate Bill (SB) 552, each county in California is required to have a standing drought task force to facilitate drought and water shortage preparedness for state small water systems, domestic wells, and other privately supplied homes within the county’s jurisdiction. Each county must also develop a plan demonstrating the potential drought and water shortage risk and propose interim and long-term solutions for state small water systems and domestic wells within the county. On September 12, 2023, the BOS, authorized submission of a grant application to DWR to implement the Mendocino County Drought Resilience Plan Development and Drought Task Force Participation Project. The attachments submitted to the BOS with that agenda item included a project proposal describing University of California Cooperative Extension’s (UCCE) participation in the project, most notably to assist in facilitation of public outreach efforts, and a proposed grant budget that included $10,300 for reimbursement to UCCE. The Water Agency was awarded the grant and received a final executed grant agreement from DWR on February 22, 2024. The grant requires all work to be completed prior to June 20, 2025, which is possible but provides for a tight timeline to complete multiple complex tasks. Following award of the grant, due to the tight project timeline, the Water Agency and UCCE staff immediately began work on the project which resulted in a retroactive agreement. It is requested and respectfully recommended the Board adopt the resolution approving retroactive Department of Transportation Agreement No. 220044, with The Regents of the University of California, Division of Agriculture and Natural Resources, to provide services for the Mendocino County Drought Resilience Plan Development and Drought Task Force Participation Project. A draft resolution is attached for the Board’s review and adoption.
