Previous Board/Board Committee Actions:
By Resolution Number (No.) 21-049 (April 6, 2021), the Board of Supervisors (BOS) authorized the Director of Transportation to advertise for bids for Department of Transportation (DOT) Contract No. 210021 and to award the contract to the lowest responsive, responsible bidder.
Summary of Request:
On April 25, 2022, DOT awarded DOT Contract No. 210021 to Viking Construction, Inc., of Rancho Cordova, California, in the amount of $1,460,852.60 for the Seismic Retrofit of Bridge Number 10C0034 on Eureka Hill Road over Garcia River, County Road 505, Milepost 4.92. Pursuant to Resolution No. 07-008, the Director’s change order authority was $85,542.63 per contract change order (CCO). Over the course of construction, excessive groundwater was encountered, requiring a winter suspension and additional means and methods to dewater necessary excavations to continue with construction at an additional cost of $1,044,237.08 under CCO 3, exceeding the Director’s original contract change order authority. The project is to be funded primarily through the Federal Highway Administration (FHWA) Highway Bridge Program (HBP), with the local match covered through the Local Bridge Seismic Retrofit Account (LBSRA). Funds to cover the additional work have been authorized through the Federal Highway Administration’s Highway Bridge Project program.
