Previous Board/Board Committee Actions:

February 24, 2026, The Mendocino County Board of Supervisors provided direction to staff regarding HOME Program Income (HOME PI) funds.                     

 

Summary of Request

Executive Office staff brought forward a presentation from Rural Community Housing Development Corporation (RCHDC)  on February 24, 2026 requesting the approval of HOME PI funds to be used to support the Marigold Villas Project. 

 

The BOS expressed desire to receive more information including other projects that may qualify for HOME PI funding.

 

Over the course of the last several months Executive Office staff met with the California Department of Housing & Community Development (HCD), BOS Ad Hoc and County Departments to determine if there are projects eligible to receive HOME PI Funds.  

 

Due to the limited HOME PI funds, it is likely the best use of these funds to make the most impact will be Tennant Based Rental Assistance (TBRA) or Owner-Occupied Rehabilitation (OOR).

 

Based on conversations Executive Office staff had with Department staff there is a need for TBRA and OOR services and existing programs which this funding could be added as additional services offered.

 

Executive Office staff are seeking direction from the BOS on which direction to move forward.
