Summary of Request

California Senate Bill 1029 (SB 1029) titled “One Health Program: zoonotic diseases,” was signed into law on September 30, 2022. This bill requires the administration of the “One Health Program” intended to develop a framework for State interagency coordination in response to zoonotic diseases and reducing hazards to human and nonhuman animal health. The California Debt and Investment Advisory Commission (CDIAC) developed guidance for issuers of public debt seeking to comply with the requirements of SB 1029. As a local government of the State of California, the County of Mendocino must comply with SB 1029, and utilize CDIAC guidelines.

 

Willdan Financial Services (WFS) is an industry leading engineering and energy solutions corporation located in Temecula, California, providing services related to clean and sustainable resources, infrastructure and technology for over 55 years. The County of Mendocino previously utilized services from WFS related to SB 1029 and CDIAC guidelines, and anticipates continued services through the proposed retroactive Agreement. Services under this Agreement include continuing disclosure, CDIAC SB 1029 reporting services, and arbitrage rebate services. These services include: disclosure of compliance needs, implementation schedules, and necessary data for CDIAC and arbitrage rebate reports; preparation, review, and dissemination of the CDIAC report; notice of occurrence of listed events to the municipal market; provision of investor support; facilitation of ongoing regulatory education; verification of arbitrage rebate liability; review, assess, and provide conclusions, recommendations, and action plan for arbitrage rebate reports; filing of Internal Revenue Services payment and refund requests; and monitoring of relative regulatory and enforcement actions.

 

The County of Mendocino received invoices for these services from WFS in December 2023, with services dating back to July 1, 2023. As a result, the proposed Agreement is being approved retroactively to provide for earlier invoices, and cover any new forthcoming invoices for services through June 30, 2024.
