Approve Agreement with Chapel by the Sea in the amount of $60,000 ($20,000 annually for FY 26/27, 27/28, and 28/29), to provide for the handling and disposition of last remains of decedents of Mendocino County who have no authorized next of kin or other person empowered to authorize cremation and disposition, effective July 1, 2026, through June 30, 2029; authorize the Department of Social Services Director or designee to sign any future amendments to the Agreement that does not increase the maximum amount; and authorize Chair to sign the same.

Summary of Request:
Mendocino County Department of Social Services (MCDSS) issued Request for Proposal (RFP) No. 007 26 in February 2026 for the provision of indigent cremation services. As a result of the competitive Procurement: Chapel by the Sea was selected to provide indigent cremation services for the Coastal Region of Mendocino County.
A review of service utilization from July 2024 through June 2025 indicates that Mendocino County processed 32 county-funded cremations through the Mendocino County Public Authority. Analysis of utilization by geographic region shows that the Inland Region, which includes the City of Ukiah, accounts for the highest volume of county-funded cremations; however, contracted services are required countywide to ensure timely and appropriate disposition of remains.
Indigent cremation services are mandated pursuant to California Welfare and Institutions Code provisions governing the disposition of remains for decedents who have no legally authorized next of kin or whose families meet eligibility requirements. The proposed Agreement with Chapel by the Sea will ensure the continued provision of these required services for the Coastal Region for the period of July 1, 2026, through June 30, 2029.
Board approval is required because the value of this Agreement, when aggregated with a separate agreement administered by the Mendocino County Sheriff's Office for similar services, exceeds the Purchasing Agent’s threshold for administrative approval and therefore requires approval by the Board of Supervisors.
