Summary of Request:
The Mendocino County Department of Social Services requests Board approval of the Agreement with the County of Sonoma for Local Emergency Medical Services Agency (LEMSA) Administration services for the 2023/2024 Fiscal Year. As outlined in California Health and Safety Code (Division 2.5, Chapter 4, Article 1, Sections 1797.200 - 1797.229), each county must designate a Local Emergency Medical Services Agency for administration of Emergency Medical Services (EMS). Mendocino County has contracted with Sonoma County to provide these services since January of 1994.
Through the proposed Agreement, Sonoma County will provide LEMSA administration services. Services include, but are not limited to: planning, implementing and evaluating designated components of the EMS system; contracting with, or employing a physician to serve as the EMS Medical Director; establishing policies and procedures to ensure medical control of the EMS system; approving and monitoring training programs related to EMS personnel; evaluating any alleged violations and taking corrective actions where necessary; and approving alternate base stations to provide medical direction to Advanced Life Support personnel.
This Agreement is retroactive due to the need for consultation with Sonoma County and local partners regarding possible changes to administration of EMS in Mendocino County, resulting in a delay in processing the proposed Agreement. The Mendocino County Department of Social Services Director has administered the EMS program since the dissolution of the Mendocino County Health and Human Services Agency, but there is a proposal to transition the EMS program to the Office of Emergency Services.
