By Resolution No. 09-102 (May 19, 2009), BOS approved BOS Agreement No. 09-078/DOT Agreement No. 090113, Amendment No. 1 to Agreement No. 07-242/070074, with DHA.
By Resolution No. 07-218 (November 6, 2007) BOS approved BOS Agreement No. 07-241/DOT Agreement No. 070056, with the KOA Corporation (KOA), for completion of a feasibility study for the Brooktrails Second Access Project. By Resolution No. 09-101 (May 19, 2009), the BOS approved BOS Agreement No. 09-077/DOT Agreement No. 090112, Amendment No. 1 to Agreement No. 07-241/070056, with KOA. By Resolution No. 11-070 (May 17, 2011), BOS authorized DOT to award BOS Agreement No. 11-045/DOT Agreement No. 100086 for the Brooktrails Second Access - Preliminary Engineering - Phase 1, which was awarded to DHA. By Resolution No. 11-161 (December 13, 2011), BOS approved BOS Agreement No. 11-045A1/DOT Agreement No. 110113, Amendment No. 1 to Agreement No. 11-045/100086, with DHA. By Resolution No. 12-021 (February 13, 2012), BOS accepted the revised Feasibility Study for the Brooktrails Second Access Project and approved BOS Agreement No. 11-045A2/DOT Agreement No. 120009, Amendment No. 2 to Agreement No. 11-045/100086, for work to be performed under the Brooktrails Second Access - Phase 2 - Project Approval and Environmental Documentation (PA&ED), with DHA.
On June 6, 2023, BOS authorized grant applications for the Local Transportation Climate Adaption Program to fund the Redemeyer Road Extension and Brooktrails Second Access Projects and authorized the Director of Transportation to accept the grant(s), if awarded, and execute the grant agreement(s) and sign any other necessary related documents on behalf of Mendocino County.
Summary of Request:
The Local Transportation Climate Adaption Program (LTCAP) grant provides funding for the development and implementation of projects that are intended to adapt to the changing climate, increase climate resiliency, and protect at-risk transportation infrastructure as well as vulnerable and under-resourced communities. Both the Redemeyer Road Extension and Brooktrails Second Access Projects provide additional thorough connections to improve public safety service and emergency response time.
The Redemeyer Road Extension consists of construction of a roadway to extend Redemeyer Road, County Road (CR) 215A, to the west over the Russian River to intersect with North State Street, CR 104, including the construction of a new bridge across the Russian River and an at-grade crossing over the existing Northwestern Pacific Railroad tracks or routing to Lake Mendocino Drive, CR 227B, at the railroad crossing.
The Brooktrails Second Access Project consists of construction of a roadway from Mile Post 3.00 on Sherwood Road, CR 311, to the east over Upp Creek to intersect with North Main Street (Willits), including the construction of a new bridge across Upp Creek.
LTCAP grant guidelines state that any applicant submitting multiple project nominations must clearly prioritize its project nominations, and that the California Transportation Commission (CTC) may elect to only evaluate the highest priority project nomination submitted by each applicant. DOT has included additional facts and data regarding each project in the Director of Transportation’s letter and is seeking direction from the Board on the prioritization of the projects for the grant applications.
