Summary of Request:
Mendocino Coast Hospitality Center (MCHC) provides Specialty Mental Health Services (SMHS) and Mental Health Services Act (MHSA) programs to Mendocino County adult residents in Fort Bragg. On June 21, 2022, the Mendocino County Board of Supervisors executed Agreement No. BOS-22-164, through which MCHC provides SMHS services including: assessment, plan development, collateral, therapy, rehabilitation, and targeted case management, for up to 200 adult beneficiaries. Through Agreement No. BOS-22-164, MCHC also provides MHSA programs including: integrated care coordination for beneficiaries through an Adult Wellness and Recovery Center, full service partnerships, and Behavioral Health Court to better serve consumers with severe mental illnesses, for up to 300 individuals. On May 2, 2023, the Behavioral Health and Recovery Services (BHRS) Director executed a first Amendment to Agreement No. BOS-22-164, updating the Exhibit A-2, Exhibit B-1 and Exhibit B-2 to clarify, define, and categorize Full Services Partnership expectations.
Costs associated with SMHS and MHSA programs under Agreement No. BOS-22-164 were higher than anticipated. The proposed second Amendment increases funds available to cover the actual cost of providing services, retroactive to the full term of the Agreement, through June 30, 2023. When BHRS discovered the cost discrepancy, this second Amendment was immediately requested and began processing, during which time the initial term expired, causing this Amendment to be retroactive.
