Summary of Request:
The California Department of Health Care Services (DHCS) was authorized through 2021 legislation to establish the Behavioral Health Continuum Infrastructure Program (BHCIP), and award $2.1 billion to construct, acquire, and expand properties, and invest in mobile crisis infrastructure related to behavioral health. DHCS is releasing these funds through six grant rounds targeting various gaps in the state’s behavioral health facility infrastructure. The proposed Resolution is related to the fifth BHCIP funding round, and through it, DHCS will award $480 million for behavioral health infrastructure projects focusing on crisis services and related behavioral health needs.
On January 24, 2023, the Mendocino County Board of Supervisors (BOS) authorized Mendocino County Behavioral Health and Recovery Services (BHRS) to apply for the fifth round of BHCIP funding. BHRS created the grant application, and submitted it on February 13, 2023. On March 28, 2023, the BOS authorized BHRS to execute the forthcoming grant Agreement with DHCS for the fifth round of BHCIP funding, up to $9,368,147, with an anticipated term effective upon signing through June 2027.
Recently, DHCS requested BHRS execute the proposed Resolution, authorizing application submission and participation in the BHCIP. Once this Resolution is approved, BHRS will prepare the grant Agreement to route through County approvals, then utilize BHCIP funding for the intended purpose, and to offset costs associated with building the psychiatric health facility on Whitmore Lane in Ukiah.
