Summary of Request:
As part of the grant requirements to close out a CDBG grant, the State Department of Housing and Community Development (HCD) requires that a public hearing must be held to allow for citizen participation and public comments on the County’s performance with grant funds.
In 2021, the County of Mendocino received $1,069,156 in Community Development Block Grant (CDBG) funds (agreement number 20-CDBG-CV-2-3-00088) from the State to provide housing for individuals and families who are experiencing homelessness or who are at risk of homelessness, as defined in Part 578.3 of Title 24 of the Code of Federal Regulations, and who were impacted by the COVID-19 pandemic (“Target Population”).
With support from HCD’s CDBG-CV 2 & 3, the County of Mendocino completed Phase II of the Live Oak Apartment project. This project offers safe, permanent housing for households facing homelessness or at risk of becoming homeless. The program at Live Oak Apartments aims to help residents achieve stability and independence through tailored support services.
The CV 2-3 funding facilitated the conversion of a 56-room motel into a 49-unit apartment building previously purchased by the County of Mendocino at 555 South Orchard Avenue in Ukiah, in order to convert the property to transitional housing for people who are homeless or at risk of becoming homeless. Funding for the purchase of the building was provided by a previous Homekey grant. The CDBG grant was for Phase II of the project and entailed interior renovations and exterior. Phase II specifically involved renovating 23 rooms, along with improvements such as upgraded flooring, enhanced sidewalks, a new perimeter fence, and a gazebo. Each unit was furnished with either one or two beds, a dresser, a table, a kitchenette, and a bathroom. Six of the units have adjoining rooms, making them suitable for families with children. Additionally, four units are fully ADA-accessible for residents who use wheelchairs. The County adhered to HCD procurement protocols and completed renovations. Tenants began moving into the renovated units on November 11, 2022, with a total of 97 individuals initially benefiting from this facility. To date, more than 250 children and adults have achieved housing stability as a result of this project.
After today’s hearing, staff will move forward with closing out the grant to comply with state program requirements.
