Summary of Request:
Through the Behavioral Health Bridge Housing (BHBH) Program, the California Department of Health Care Services (DHCS) will provide $1.5 billion in funding to operate bridge housing settings to address the immediate and sustainable housing needs of people experiencing homelessness who have serious behavioral health conditions, including a serious mental illness (SMI) and/or substance use disorder (SUD). The program, which was signed into law in September 2022 under Assembly Bill (AB) 179 (Ting, Chapter 249, Statutes of 2022), provides funding through June 30, 2027. The primary focus of the BHBH Program is to help people experiencing homelessness who have serious behavioral health conditions that prevent them from accessing help and moving out of homelessness. County behavioral health agencies applying for funding will be expected to clearly demonstrate how they will reach the historically underserved client populations that are most in need of supportive services.
BHRS created the proposed grant application for BHBH funds, submitted it to DHCS on April 28, 2023, and is now seeking Board of Supervisors ratification of application submission, and approval for the Director of BHRS to execute the grant Agreement, if awarded. Through the grant application, Mendocino County Behavioral Health and Recovery Services (BHRS) proposed using BHBH funding to provide bridge housing beds for up to 150 homeless individuals. Through the resulting grant Agreement, BHRS will utilize BHBH funding for the intended purpose, including work with the Mendocino County Homeless Continuum of Care, the County’s direct services specialty mental health and substance use treatment providers, and homeless outreach service providers to decrease the number of street-level homeless individuals, as evidenced by changes in the Point in Time Count.
