Previous Board/Board Committee Actions:

On September 23, 2025, the Board of Supervisors approved the purchase of the Accela Civic Platform software in the amount of $1,103,936.65 with a term thru October 31, 2027. This purchase did not include the implementation of Accela.                     

 

Summary of Request

Starting in 2010, PBS initiated a transition from a primarily paper-based permitting system to a digital platform selecting TRAKiT, a permitting software developed by Central Square. In 2011, PBS increased utilization of the system to include payment receipting and financial reports. Full utilization of the software, however, was not achieved until 2014.

 

In 2021, in collaboration with the County’s Information Technology Division (IT), PBS upgraded to TRAKiT 2020, the version still in use. During this update, Central Square informed IT that support and maintenance for TRAKiT 2020 would be discontinued by 2025. 

 

Beyond the impending discontinuation of TRAKiT 2020, and in fear of a halt of services, PBS has integrated various supplementary software solutions to enhance public services. Notable examples include the digitization of historical records through DocuWare and the implementation of DocuSign for digital permit issuance. While these additions have improved functionality, they have also introduced complexities for both staff and customers.

 

Recognizing the need for a more streamlined and modernized system, and aiming to improve business processes, PBS identified a key permitting software that would enhance usability, integrate existing systems, and improve overall efficiency for both staff and the public; this software being the Accela Civic Platform. The Board approved the purchase of this software on September 23, 2025.

 

Following a competitive RFP process, PBS has selected ArcStratos, Inc. to implement and maintain the Accela software system that will provide the County with the flexibility and capability to meet all current and future business function needs.

 

PBS has continually collected a micrographics fee (better known as a records management fee), on all permits and projects, for the purposes of maintaining permits, projects, and code related cases and related software needs for maintenance of records. Included within the valid uses of this fund, is for upgrading necessary software; thus the implementation of Accela by ArcStratos, Inc. will be paid with fees already collected and held in a dedicated fund. The implementation of the project will have no impact on the general fund.
