Previous Board/Board Committee Actions:

The Board originally adopted Chapter 5.140 of Mendocino County Code (BID Chapter) in 2006, and first amended the BID Chapter in 2015.                     

 

Summary of Request

The 2016-2017 Mendocino County Lodging Business Improvement District (BID) Annual Report contained recommended modifications to the BID Chapter.  These recommendations were intended to ensure the BID continues to function smoothly with changes made to the Chapter in 2015.  With the practical experience gained through working with the amended BID Chapter, the County’s Treasurer-Tax Collector and Auditor-Controller also recommended changes that would better reflect the way the BID Chapter is administered, and provide the renewal process with the most recently available information.  The recommended amendments to the BID Chapter reflect the fact that the City of Point Arena opted out of the BID, update definitions, change all references for reporting assessment revenue to a fiscal year instead of a calendar year, clarify and modify the roles of the designated contractor and the Mendocino County Lodging Association, and modify how both the assessment and administrative fee are disbursed.
