By Resolution Number (No.) 12-019 (January 24, 2012), the Board of Supervisors (BOS) approved Department of Transportation (DOT) Agreement No. 110120/BOS Agreement No. 12-013, Professional Services Agreement with Alpha Analytical Laboratories, Inc., for Landfill Water and Gas Monitoring Laboratory Testing. By Resolution No. 17-009 (January 24, 2017), the BOS approved DOT Agreement No. 160098/BOS Agreement No. 17-004, Professional Services Agreement with Alpha Analytical Laboratories, Inc., for Landfill Water and Gas Monitoring Laboratory Testing.
Summary of Request:
In compliance with North Coast Regional Water Quality Control Board’s Waste Discharge Requirement Orders and Industrial General Permit, DOT staff performs quarterly sampling and testing of ground water, surface water, storm water and leachate from the County’s three closed landfills, Caspar, Laytonville and South Coast. Under the California Environmental Laboratory Improvement Act, samples collected must be analyzed by a professional laboratory certified under the Environmental Laboratory Accreditation Program (ELAP) in order to meet regulatory requirements. As Alpha Analytical Laboratories, Inc., is the only local ELAP certified laboratory, Exception to Bid No. 17-81 was approved on December 21, 2016, and DOT Agreement No. 160098/BOS Agreement No. 17-004 was entered into on January 24, 2017, for laboratory water testing services. That Agreement expired on December 31, 2021. DOT is requesting the BOS approve a retroactive amendment extending the expiration date of the Agreement to December 31, 2023, and updating the billing rate schedule. No increase to the amount of the Agreement is being requested at this time. Although this is a retroactive Amendment, no services have been provided or billed under the Agreement since its expiration on December 31, 2021.
