Previous Board/Board Committee Actions:
On February 25, 2020, the Board of Supervisors approved Agreement No. 20-009 with Atlas Planning Solutions for Hazard Mitigation Grant Program - Funded Local Multi-Jurisdictional Hazard Mitigation Plan and General Plan Safety Element Consulting in the amount of $289,828, for the term effective upon execution by all parties through March 21, 2021 by a 5-0 vote. The MJHMP is the first in the two phase process of the scope to bring the Hazard Mitigation Plan into compliance with Federal and State statutes (The Stafford Act) as well as the Code of Federal Regulations - Title 44, Chapter 1, Part 201 (§201.6: Local Mitigation Plans)
Summary of Request:
Hazard Mitigation is any work done to minimize the impacts of any type of hazard event before it occurs. Mendocino County requires an update to the Mendocino County Multi-Jurisdictional Hazard Mitigation Plan (MJHMP). The existing plan expired on December 31, 2019, but remained in effect because a revision was underway. This project provides a 2020 consultant-guides process to ensure that the MJHMP remains an active and applicable document. The County’s current plan was last updated in December 2014. On October 30, 2000, Congress passed the Disaster Mitigation Act of 2000, which amended the Robert T. Stafford Disaster Relief and Emergency Act (Stafford Act) with new mitigation planning plan requirements for mitigation grant assistance. In recent years, local hazard mitigation planning has been driven by both new federal law, as well as recent disasters. The purpose of the Mendocino County MJHMP is to reduce property losses and avoid injury and casualties resulting from natural disasters. Hazard mitigation is the use of sustained, long-term actions to reduce loss of life, personal injury, and property damage that can result from a disaster. The Mendocino County MJHMP includes six (6) different Mendocino County jurisdictions that are participating (the County, the Cities of Fort Bragg, Point Arena, Ukiah, Willits, and the Mendocino County Office of Education), which is one of FEMA’s prerequisites for Plan approval.
The plan includes the following hazards: Dam Failure, Drought, Climate Change, Earthquake, Pandemic Disease, Flood, Severe Weather, Slope Failure, Soil Hazard, and Wildfires. Each hazard includes a discussion of the location of the hazard, size of typical event, historical occurrences, probability of future occurrence, vulnerability assessment of assets and populations at risk, and the potential mitigation strategies and actions to reduce future vulnerability.
Over the past 10 months, Mendocino County and Participating Jurisdictions (Cities of Ukiah, Fort Bragg, Point Arena, Willits and the Mendocino County Office of Education) developed an update to the 2014 Hazard Mitigation Plan. The plan was developed by the MJHMP Planning Committee, made up of participants from all participating jurisdictions advising on hazard and mitigation actions priorities both for the County as a whole and each jurisdiction individually, with expertise from the Atlas Planning Solutions team. The plan has undergone review by the County and Participating Jurisdictions, public (public review occurred from October 13 through October 26, 2020) and has been transmitted to the California Office of Emergency Services (CalOES) and the Federal Emergency Management Agency (FEMA) for review and approval on October 29, 2020, which started the formal review process. Since the plan needs to be adopted before the end of the year (2020), the plan is before the Board for adoption along with the accompanying resolution that would permit for minor revisions if requested by Cal OES and FEMA. These changes are not expected to be substantive and will be subject to review by each participating jurisdiction.
The next step in this component of the project is the adoption of the plan by the Board of Supervisors. Final adoption of the plan will occur in tandem with final review and approval of the plan with CalOES/FEMA. Once the County received this approval, the County will be eligible for future grant opportunities from FEMA.
